receipt of your Secret (2) despatch of the

1st May regarding the proposed amendment

of the Vagrancy Ordinance 1897 designed to

take the place of Emergency Regulation

No. 4 in the regulations published by

Government Notification No. 775 of 7th of

October, 1938, by which the Police are

em powered to detain and send away from the

Colony any

person

r who has no regular

employment.

I have the following

observations to offer on the subject.

2. In the first place I would point

out that it does not appear that the

powers at present conferred under the

Emergency
